Verification is a comparison against a written scope. Without a protocol or defined project criteria, there is no standard to verify against, so the first step is reviewing the remediation scope that was authorized.

The inspection then covers accessible work areas and containment conditions, documents visible cleanliness, and records remaining moisture concerns identified with meters and thermal screening.

Verification samples are collected only when project criteria require them. Results are read against those criteria, not against an arbitrary threshold.
